NEW YORK: Facebook could file as early as next week papers for its much-anticipated initial public offering, which will value the social networking site at up to $100 billion.

Mark Zuckerberg-led Facebook has zeroed in on investment bank Morgan Stanley to lead the deal, the Wall Street Journal reported.

"Facebook could file documents with the Securities and Exchange Commission as early as this coming Wednesday ," the report quoted a person familiar with the matter as saying.
A filing next week is "just one scenario" Facebook executives are considering, it said, adding that executives are also looking at dates later than next week. The IPO could be launched sometime between April and June.

The IPO, seen as the "defining moment for the latest Web investing boom," could raise as much as $10 billion, pegging the value of the company at between $75 billion and $100 billion.

Google's new privacy policy raises hackles



NEW DELHI: Have you ever used Google to search for a restaurant while you were logged in its network using your Google id? Or shared information about your trip to Goa with your friends on Google +? Or watched belly dance on YouTube? Or looked for Sunny Leone pictures on Google images? If yes, Google knows about it. And according to its new privacy policy it is going to put this information to some use.

The Web giant says the new privacy policy will allow it to offer better services, including more relevant search results. But web experts have raised concerns over potential misuse of data and breach of privacy. According to Google's new privacy policy that will come into effect from March 1, the company is "getting rid of over 60 different privacy policies across Google services and replacing them with one that's shorter, easier to read" and something that will enable it to "create intuitive experience across Google" . Unlike in the past when Google had allowed users to choose personalized services, this time there is no option to opt out.

For an end-user this means that whatever information he shares through Google searches, Gmail, Google +, Picassa etc will be used to customize Google services for him. That the move is significant can be gauged from the fact that Google has provided a link to the new policy directly under its search engine on main page, something that the company rarely does. Google users will also be notified about the policy change through an email.

"Our new privacy policy makes clear that, if you're signed in, we may combine information you've provided from one service with information from other services. In short, we'll treat you as a single user across all our products, which will mean a simpler, more intuitive Google experience," said Alma Whitten, Google's director of privacy, in a post on the company's official blog.

Whitten gave some example of how this information will be used. "We can make search better - figuring out what you really mean when you type in Apple, Jaguar or Pink. We can provide more relevant ads too," she wrote. "We can provide reminders that you're going to be late for a meeting based on your location , your calendar and an understanding of what the traffic is like that day. Or ensure that our spelling suggestions, even for your friends' names, are accurate because you've typed them before."

The privacy policy from Google is at the heart of its new business strategy as it works to keep the search engine relevant and its services fresh in the face of social networking websites like Twitter and Facebook. It is also prompted by the proliferation of devices like smartphones and tablets. However, privacy experts are not amused. Sunil Abraham, director of Centre for Internet and Society, said the new changes are not good for a consumer's privacy.

"I understand that Google collects the data so that it can build a 360 degree profile of a user and based on the information serve relevant advertisements . But there is no reason for them to store this data for long. Storing data makes it prone to misuse by authorities as well as corporations," said Abraham. Another, problem, he said is that different services are used for different purposes. "I don't want my bakery shop owner to know what kind of medicines Ibuy from the nearby medical store," said Abraham.

Nokia names Risto Siilasmaa as chairman




HELSINKI: Nokia Oyj nominated entrepreneur Risto Siilasmaa to succeed Jorma Ollila as chairman, signaling that key decisions at the world's biggest mobile-phone company by handsets deliveries will stay in Finland.

Siilasmaa, 45, is chairman of security software maker F- Secure Oyj (FSC1V@FH), which he founded, and of telephone company Elisa Oyj. Known in Finland as a representative for entrepreneurs and business investors, he joined Nokia's board in 2008.

Nokia investors lost more than 60 billion euros ($79 billion) in share value after Apple Inc. leapfrogged it with the iPhone. Siilasmaa will oversee Chief Executive Officer Stephen Elop's efforts to win customers as Apple and Google Inc. expand into new markets.

Ollila, 61, will retire, Nokia said in a statement. As CEO from 1992 to 2006, he transformed Nokia from an industrial conglomerate to the world's top mobile-phone maker. He has been chairman since 1999. Last year, he replaced hand-picked CEO successor Olli-Pekka Kallasvuo with Elop, a Microsoft executive, to reverse the tailspin.

The fact that Nokia had been eclipsed in smartphones gradually became apparent to shareholders in the three years after the 2007 Apple iPhone introduction. Nokia's debt ratings were cut last year by Standard & Poor's and Moody's on concerns that a turnaround would take too long.

Finnish startups
An investor in Finnish startups, Siilasmaa may also broker more tie-ups with new companies such as "Angry Birds" maker Rovio Entertainment Ltd.

"I don't want to leave a fortune to my kids," Siilasmaa told a panel on startup investment at Aalto University in September. "I want to spend it on startups."

Siilasmaa started F-Secure, originally called Data Fellows, in 1988 as a student at the Finnish technology institute that is now Aalto University. The company listed shares on the Helsinki stock exchange in 1999, the last major high-tech company to join the stock exchange in the Nordic country.

He owned 39.73 per cent of F-Secure as of December 31, according to the company's website. He has invested in Finnish startups including online shopping portal Fruugo Oy, together with Ollila, and micropayment supplier Ape Payment Oy, and worked with the Finnish government to establish startup incubators.

Apple iPad 3 Building Stock

Four Things I have Learned from Steve Jobs



I recently read Steve Jobs by Walter Isaacson. I found the book both interesting and annoying, something I think summarizes how many people felt about Jobs as a person.
Never having made billions myself, I feel in a poor position to criticize Jobs. However, there are things I learned in the book that bother me. I wonder if Apple could be a greater company today if it was allowed to be a little less of Jobs cult of ego.
I’ve decided that there are four key lessons to take away from Jobs and Apple.
Lesson 1: Don’t be limited by what people know they want.
This is a commonly acknowledged key to Job’s genius. He was inventing devices consumers didn’t even know to ask for. Apple brought great advancements to the world of the personal computer.
I shudder to think how techno-geeky the average PC would be today without Apple’s influence on making things easy for the average person. Just as Henry Ford knew that people wanted a motor car, not a faster horse, Jobs knew that people needed technology that was simple.

Lesson 2: Never think you know it all.
So here is where I take issue with Jobs. He really thought he knew it all. In the 656 pages of the biography there is not one mention of researching or listening to the consumer. Rather, the only influences were those things that people at Apple were willing to fight him on. And, sometimes they won.
I can only wonder if Apple’s market share would be larger today if Jobs’ genius was combined with some actual caring of usability and consumer preferences.
I offer my iPhone as an example. Sleek design, yes. Streamlined user interface yes. Usability, not so much. Every time I have to look up a phone number I am amazed at how hard it is to find a phone number on my cell phone. And, every time my cheek activates the speaker or hangs up on a call I just have to groan a little. It’s pretty, it was easy to get started, but boy does it have some basic usability issues.
I don’t anyone knows enough to eschew usability testing, audience analysis, surveys and other means to get real information from real people. We all need to validate our ideas and concepts in the real world.

Lesson 3: Play nicely with others.
Jobs seemed to think no ideas matched his own, so mostly never licensed anything with anyone else. This is why back in the days that I worked on a Macintosh my software options were so limited. And, why after I changed jobs and worked in a PC environment I was frustrated that any files created on a Mac could not be opened on my computer and vice versa. The hours wasted!

Lesson 4: Give back.
One of the things that saddened me the most is that a person and company that made so much gave so little in return. There was no focus on charitable works. Jobs apparently found no value in such activity and really looked down on Bill Gates for his foundation work.
There is no value on sharing what you know. Apple under Jobs was a walled garden. If you were lucky you got invited in to play. Everyone else was left on the outside looking in. I think of all opportunities to use that genius to do good in the world and am just so disappointed.

यूनिसेफ ने अपनी वार्षिक रिपोर्ट में कहा है की बच्चों की खरीद, शोषण तथा दुकानों, खदानों, फैक्ट्रियों, उद्योगों, ईंट भट्टों और घरेलु कामों में जबरिया मजदूरी तथा शारीरिक दुर्व्यवहार की असंख्य डरावनी कहानियाँ हैं | लेकिन सभी बाल श्रमिकों का शोषण नहीं होता है और उनके द्वारा किया जाने वाला हर काम उनके विकास के लिए घातक नहीं होता है | रिपोर्ट में बांग्लादेश का उदहारण दिया गया है जहाँ वस्त्र उद्योग में ५५००० से अधिक बाल श्रमिक हैं और उनके योगदान से यह देश अमेरिका को करीब ७५ करोड़ डॉलर मूल्य के वस्त्रों का निर्यात करता है | बाल श्रमिकों द्वारा बनाये गए माल पर प्रतिबन्ध के कारण बांग्लादेश के नियोक्ताओं ने करीब ७५ प्रतिशत बालकों को नौकरी से हटा दिया | इससे ऐसे बाल श्रमिकों और उनके परिवारों के सामने गंभीर आर्थिक संकट और गहरा हो गया |

बच्चों को रोजगार ढूँढने के जो भी कारण हो प्रायः बालक ऐसी स्थितियों में काम करते हैं जो उनके स्वास्थ, कल्याण तथा विकास के लिए हानिकारक है जिससे अधिकतर बाल श्रमिक कभी स्कूल नहीं गए होते हैं या उन्हें पढाई बीच में ही छोड़कर रोजगार में लग जाना पड़ता है | कामकाजी बालक शिक्षा, प्रशिक्षण और कौशल प्राप्त करने से वंचित रह जाते है | जबकि यह आजीविका, पोषण तथा आर्थिक विकास के लिए पूर्व अपेक्षित है, चूँकि बालश्रम एक व्यापक समस्या है, इसलिए ये आम जनता, मजदूर संघों, समाज सेवा संगठनो, सरकार के लिए महत्वपूर्ण प्रश्न बन गया है |

बाल श्रम को कानूनी मान्यता


  भोपाल के रेल्वे प्लेटफॉर्म पर पॉपकार्न बेचने वाला विनोद अब यह भी नहीं जानता कि उसका घर कहां है ? विनोद अभी सात साल का है और पिछले तीन सालों से तो वह इसी प्लेटफॉर्म या उसके आसपास ही रहता आया है. उसके साथ रहती है उसकी गरीबी, भूख, असहायता और इन सबसे हर रोज की जद्दोजहद करती उसकी ज़िंदगी.
सरकारी आंखों को नहीं नजर आते बाल श्रमिक

मध्यप्रदेश सरकार के अनुसार राज्य में कुल 94 बाल श्रमिक हैं. यानी हर ज़िले में लगभग 2 बाल श्रमिक. लेकिन सच तो ये है कि राज्य के हर छोटे-बड़े शहर में सैकड़ों बाल श्रमिक सरकार की आंखों के सामने हाड़तोड़ मेहनत में जुटे हुए हैं.




वह कभी प्लेटफॉर्म पर पॉपकार्न बेचता है, तो कभी रेल्वे कंपार्टमेंट में झाड़ू लगाता है. सोने का ठिकाना प्लेटफॉर्म, रिश्तेदारों के नाम संग फिरते चंद मासूम और शत्रुओं के नाम पर पुलिस और यह व्यवस्था. प्लेटफॉर्म पर रहने वाला अकेला विनोद नहीं हैं अपितु विनोद की तरह राज्य में हज़ारों बच्चे प्लेटफॉर्म को अपना आशियाना बनाये हुये हैं. अध्ययन कहता है कि भोपाल में रोजाना तीन नये बच्चे प्लेटफॉर्म पर आते हैं.

कबाड़खाने में काम करने वाला जुनैद उम्र- 8 साल पिछले दो वर्षों से मेकेनिकी सीख रहा है. सुबह 8 बजे से गैरॉज खोलता है और रात 10 बजे अपने घर लौटता है. वह 14 घंटे काम करता है और उसे मिलते हैं माह के 400 रूपये. वह अभी सीख रहा है, जब सीख जायेगा तो सीधा दूना यानि 800 रूपया मिलने लगेगा यानि 26 रूपया प्रतिदिन. जिस दिन काम नहीं, उस दिन पैसा भी नहीं. जुनैद ने न तो कभी स्कूल का मुँह देखा है और न ही जीवन के इस चक्रव्यूह में फंसने के बाद इसकी कोई उम्मीद है.

हमारे देश ने अंर्तराष्ट्रीय प्रतिबध्दताओं में यह माना है कि बच्चा यानि वह जिसने 18 वर्ष की उम्र पूरी ना की हो (बाल अधिकारों के लिये अंर्तराष्ट्रीय प्रतिबध्दता अनुच्छेद 1). वहीं संविधान 14 वर्ष की उम्र तक को ही बच्चा मानता है और उसी आधार पर अपने आंकड़े प्रस्तुत करता है. यही कारण है कि 14-18 वर्ष तक के बच्चों की कार्यशील जनसंख्या का कोई भी निश्चित ब्यौरा हमारे समक्ष नहीं है. इस जनसंख्या का एकमात्र स्त्रोत जनगणना है जिसके आंकड़े जब तक हमारे सामने आते हैं, वह संख्या कहीं और पहुंच चुकी होती है.


बच्चों के मामले में विसंगतियों की चाहरदीवारी इतनी ऊंची है कि कोई इसे चाह कर भी नहीं लांघ सकता. 0-6 वर्ष तक के बच्चों के लिये महिला एवं बाल विकास विभाग उत्तरदायी है. उसके बाद यानी 6-14 वर्ष तक के बच्चों के लिए शिक्षा विभाग की जिम्मेवारी तय की गई है. लेकिन 14-18 वर्ष तक की उम्र का कोई माई-बाप नहीं है.

परिभाषाओं की विसंगतियों का हाल ये है कि 10 अक्टूबर 2006 से पहले खतरनाक और गैर खतरनाक उद्योगों के मकड़जाल में ही हमारे क़ानून उलझे हुए थे. ज़रा सोचिये कि किसी बच्चे के काम करने को खतरनाक और गैर खतरनाक में कैसे बांटा जा सकता है, क्योंकि एक बच्चे के लिये तो काम करना ही सबसे खतरनाक है.
बहरहाल, बालश्रम अधिनियम 1986 में संशोधन के बाद केवल इतना भर हुआ कि घरों, ढांबों और होटलों में भी बच्चों का काम पर रखा जाना दंडनीय अपराध हो गया. इसके अनुपालन के लिए बाल श्रमिकों के मालिकों ने अपने संस्थान के बाहर “हमारे यहां कोई भी बाल श्रमिक नहीं है” का बोर्ड लगाकर अपने कर्तव्य की इतिश्री मान ली और श्रम विभाग ने इन बोर्डों के प्रति पूरी आस्था जताते हुए इन बोर्डों के पीछे के भयानक सच से अपनी आंखें मूंद लीं.

बदलते दौर की विडंबना यह भी है कि सर्वाधिक बालश्रमिक 12-15 वर्ष के ही हैं ओर 18 वर्ष तक के बच्चों की संख्या करोडों में है, जिनकी गणना करना टेढ़ी खीर है. ज़ाहिर है, सरकारों की भी दिलचस्पी इनमें नहीं है.
वर्ष 2001 की जनगणना के अनुसार मध्यप्रदेश में 5-14 वर्ष तक के बाल श्रमिकों की संख्या 10,65, 259 थी, जबकि भारत में यह संख्या 1 करोड़ 26 लाख 66 हजार 377 थी.

सर्वशिक्षा अभियान के अनुसार जुलाई माह में प्रदेश में कुल 71000 बच्चे ही स्कूल की परिधि से बाहर हैं, लेकिन वास्तविकता कुछ और ही है. वर्ष 2005-06 में यह आंकड़ा 472242 था, जो वर्ष 2006-07 में 296979 बचा और चालू वर्ष में 71000 हो गया.


वास्तविकता यह नहीं हैं जो दिखाई जा रही है, वास्तविकता वह है जो दिखाई नहीं जाती. एक स्वयंसेवी संस्था द्वारा भोपाल की झुग्गी बस्तियों में स्कूल से बाहर बच्चों की संख्या जानने हेतु किये गये सर्वेक्षण से यह बात उभरती हैं कि अकेले भोपाल के झुग्गी क्षेत्रों में 23000 बच्चे शिक्षा की परिधि से बाहर हैं.
जब राजधानी में बच्चों की यह स्थिति है तो फिर मंड़ला, डिण्डौरी तथा झाबुआ जिलों का अनुमान लगाना मुश्किल नहीं है.
मध्यप्रदेश के रायसेन जिले में किये गये 300 बाल श्रमिकों का अध्ययन यह बताता है कि 176 बाल श्रमिक पूर्ण रूप से निरक्षर हैं, 114 कभी अध्ययनरत रहे हैं तथा महज 7 बच्चे ही माध्यमिक स्तर में अध्ययनरत रहे हैं. यह स्थिति रायसेन जिले की है, जहां सर्वाधिक साक्षरता दर्ज की गई थी.
100 नियोक्ताओं से कानून की जानकारी देते हुये शिक्षा के संदर्भ में सवाल किया गया तो नियोक्ताओं का यह मानना था कि शिक्षा से कुछ नहीं होगा बल्कि काम करेंगे तो ये आगे बढेंगे.

वहीं दूसरी ओर नगरीय क्षेत्र, भोपाल के 148 संगठनों के 9 से 12 वर्ष तक के 200 बाल मजदूरों पर किये गये अध्ययन से यह तथ्य उभरकर सामने आया कि 97 फीसदी बाल श्रमिक बीमार थे और 160 बच्चे नशाखोरी जैसी बुरी आदतों में लिप्त पाये गये. ये श्रमिक रोजाना 12 से 15 घंटे काम करते हैं और 150 रूपया मासिक मेहनताना पाते हैं.

महज़ 2 फीसदी बच्चे ही ऐसे पाए गए जिन्हें 350 रूपया मासिक मिलता है. इन बच्चों को सालाना 10 से 12 दिन का अवकाश भी मिलता है.


आज की स्थिति में जहां सरकार सार्वजनिक क्षेत्रों से अपने हाथ लगातार खींच रही है, सरकार देश की एक चौथाई आबादी को साफ पीने का पानी भी उपलब्ध नहीं करा पाई हैं, ऐसे में यह कहां तक संभव है कि सरकार बाल श्रम का उन्मूलन कर देगी ? और जब यह सरकार नहीं कर पायेगी तब यही होगा कि सरकार को विनोद और रईस जैसे लाखों- करोड़ों बाल श्रमिक नहीं दिखेंगे और जब ये नहीं दिखेंगे और परिभाषाओं के संजाल में नहीं आयेंगे तो किस बात का पुनर्वास ?

सरकार की इस गैर जिम्मेदारी का एक उदाहरण सामने भी आता है, जिसमें मध्यप्रदेश सरकार कहती है कि मध्यप्रदेश में कुल जमा 94 बाल श्रमिक हैं. दूसरी ओर 1997 से राज्य में बाल श्रमिकों का कोई भी सर्वेक्षण नहीं हुआ है. यदि इन आंकडों को सही माना जाये तो फिर उन परियोजनाओं को सरकार क्यों चला रही है जो कि विशेष तौर पर बाल श्रमिकों के पुनर्वास के लिये हैं ?

सरकार प्रदेश के 48 में से 17 जिलों में राष्ट्रीय बालश्रम उन्मूलन परियोजना संचालित कर रही है, जिसमें 59012 बाल श्रमिकों का पुर्नवास किया जाना है. प्रदेश के ही पांच जिलों में सरकार इंडस बालश्रम परियोजना संचालित कर रही है, जिसका लक्ष्य समूह 14107 बाल श्रमिक हैं. इस विरोधाभास को समझने की जरुरत हैं.

हमें लगता है कि आजादी के साठ वर्षों बाद सरकार को अब यह स्वीकार कर लेना चाहिये कि वह बालश्रम का विनिमयन करने में अक्षम है. अर्थात् यह वह समय है जबकि बालश्रम को कानूनी मान्यता दे दी जानी चाहिये और साथ ही तय कर दिये जाने चाहिये मापदंड यानि यह व्यवस्था पूर्ण रूप से औपचारिक हो तथा कार्यनीतियाँ कुछ इस तरह से बनाई जायें जो कि बालश्रमिकों के पक्ष में हों. यथा साप्ताहिक कार्यदिवस, कार्यसमय, मेहनताना, आराम के घंटे साथ ही साथ पूरक स्थितियों की सुनिश्चिंतता.

हम ये बात बखूबी जानते हैं कि जो बच्चे आज बाल मजदूर के रूप में खट रहे हैं, वे कभी भी राष्ट्र निर्माण में अपनी उत्पादक भूमिका नहीं निभा पायेंगे लेकिन यह भी निर्विवाद सत्य है कि आज सरकारें महज़ थेगडे लगाने का काम
ही कर सकती हैं, इस कुव्यवस्था को समूल नष्ट करने का नहीं, और जब यह कुव्यवस्था रहेगी ही तो फिर क्यों न वे स्थितियां बनाई जायें जिनमें सरकारें कम से कम यह स्वीकारें तो कि हमारे यहां बाल श्रमिक हैं और उनके लिये बेहतर स्थितियां बनाये जाने की ईमानदार कोशिश की जाए
